After prior agreement with the seller, the buyer must contact the State Procedures Service (l'administració General) to obtain investment approval (Autoritzacio d'inverio estrangera en inmobles) from the Government of Andorra. You can download the document by following the link. The registration period is fifteen days. The application must be completed in Spanish, Catalan or French (or in another language, with a certified translation).

As soon as the investment approval is received, the buyer pays 10% of the agreed purchase price as a deposit. In case of refusal of the transaction, the deposit amount will not be refunded.
The seller of the property must provide a "Certificate of Suitability" (Certificateat d'habitabilitat) with the conclusion of the architect that the property being purchased meets all legal requirements and is habitable.
The legal security of the transaction is guaranteed by the Chamber of Notaries of Andorra (Cámara de Notarios Andorra). Before registration, the notary checks all information about real estate in the property register for encumbrances or prohibitions.
According to the AI law, commercial real estate can be used by non-residents only for their own permitted commercial activities.
